Who is Dr Who's Dr. Who is one of the most popular characters on British series television. Chuck Billodeaux, an L.A. County librarian and a devoted "Whovian," will talk about and show slides on the history of "Dr. Who," the 23 year-old BBC-TV science-fantasy series, at 3 p.m. Saturday at the Canyon Country Library. The event is free and open to the public
