Mini-fest: Who? "Dr. Who," that's who. Operating on the theory there are a great many closet fans in this area for the British sci-fi series, "Dr. Who," Channel 28 is planning a "Dr. Who Festival" at 7 tonight, a small festival, to be sure, since it consists of two 90-minute episodes.

But fans of the long-running series it began in 1963 and there have been seven actors who have interpreted the title role will have a chance to ensure future episodes. Channel 28 is asking for pledges to support the program so it can continue on a weekly basis.

But the two movies will not be broken by one of those dreary "pledge breaks." Instead, the fund-begging will take place before and after each movie and will feature fan-club members, as well as messages from Dr. Who No. 7, Sylvester McCoy, and Dr. Who No. 6, Colin Barber.
