The first American "Doctor Who" Festival Tour, sponsored by the Doctor Who Fan Club of America, will be held at the Walnut Street Theater today from 10 a.m. to 10 p.m. On hand will be Jon Pertwee and Lis Sladen of the zany BBC sci-fi series carried by Channel 12 weeknights at 11. Tickets are $10 and $15.
