Paul McGann stars in "Doctor Who" (8 p.m., Fox), a movie based on the cult-classic BBC science-fiction series. He plays the titular, multilived time traveler, who lands in 1999 San Francisco. There he must foil the nefarious plan of the evil Master (Eric Roberts) to escape a death sentence and, since he's in the neighborhood anyway, destroy the universe. The story is OK, the characters are better, and the special effects are the best.
