THE DOCTOR IS BACK! Doctor Who, lead character of the British science fiction show of the same name, will be at the Inn at Semiahmoo from 2 p.m. to 9 p.m. today. Jon Pertwee, the third of six actors to portray the errant time and space traveler, will answer questions and sign autographs. He'll bring along the a 48-foot trailer full of the show's most famous monsters and villains; the TARDIS, the doctor's time traveling machine; and, documentary-style video tapes about the show. Admission is $7.50.
