Bad to the bone

Davros
(Michael Wisher/David Gooderson/Terry Molloy). Doctor Who, 1975-1988
Who was he? Classic mad, scientist who created the Daleks, so anything they did was his fault. Wasn't much to look at either — he had a distorted humanoid top half and a Dalek bottom half.
Worst crime: Trying to take over the Universe.
