Time is relative for Dr. Who, the benevolent time lord with two hearts and 19 lives who lurches from universe to universe in a blue space machine patterned after an old British police call box. Who-ites from around the world will unite for TARDIS 21, a weekend extravaganza in the Hyatt Regency O'Hare Hotel to celebrate the 21st season of the adventure sci-fi, "Dr. Who." Activities will include screenings of "Dr. Who" episodes an art show and auction, a dealers' room of memorabilia a costume contest and live appearances by 17 past and present characters of the television series. The hotel is at River Road and the Kennedy Expressway Rosemont. Convention hours are 9 a.m.-9 p.m. Saturday and Sunday, and a two-day pass is $50. For details, call 283-D-W-H-O.
