Who's Dr. Who? Colin Baker, that's who. And he will be at the Tampa Theatre, Sunday, for a "Doctor Who Festival" to benefit WEDU-Channel 3. This is the first stop on a 26-city U. S. tour for Baker, the fifth actor to portray the 750-year-old "timelord" in the 23-year history of the British TV series, Doctor Who. He will answer questions, have an autograph/photo session and, on a giant screen, show scenes that may or may never be seen in the popular PBS series. General admission is $10 for adults, $8.50 ages 12 and under (or $14 for seats down-front) with door prizes for persons costumed as a "Who" character. Doors of the theater, 711
