CONCORD — Dr. Who fans have reason to celebrate The traveling Doctor Who Festival and Exhibit, sponsored by the Dr. Who Fan Club of America. will make a New England stopover in New Hampshire tomorrow from 5 p m. to 1 a.m. in the Highway Hotel
