THE RETURN OF DR. WHO. For those who have hungered to once again see "Doctor Who," the action-packed space fantasy series, it is time to rejoice. WLIW/21 has announced that it will not only begin to carry the show starting on Feb. 6 but will broadcast it weeknightly at 7 PM. The program, which originated on BBC-TV, has starred five different actors as the doctor who periodically regenerates while maintaining two hearts and a body temperature of 60 degrees. WLIW will be running the Tom Baker "package," which consists of 41 feature-length movies presented in serial form of from two to six parts each. The station predicts it will take at least one year to air the entire package, no doubt making the estimated 2,000 metropolitan-area members of the "Dr. Who" fan club more than just a little happy.
