U.S. fans of the British science-fiction series Doctor Who may be justifiably confused next November. Lionheart Television, the U.S. syndicator has come up with the gimmick of staging a 20th birthday celebration for the show-- and aims to get some seven million fans to sing "Happy Birthday" to the good Doctor.
