TOMORROW'S (Saturday June 4) episode of Dr Who, entitled Boom Town features the return of one of the evil Slitheen, an alien with dastardly designs on planet Earth. To serve this sinister end, she has got herself elected mayor of Cardiff. The episode is described as "frenetic fun", hut it should also serve as a terrible warning on the perils of directly-elected mayors. However, this does not necessarily mean that there should be a stampede to hide behind the sofa every time that Ken Livingstone appears on the telly.
