"DR. WHO" — The spoofy British series makes its bow Saturday, 10:30 p.m., Ch. 12, with Tom Baker in the title role. "Robot" is the title of Saturday's four episodes, in which a walking heap of nuts and bolts is up to no good. Dialogue and situations are mildly campy in a Saturday matinee serial kind of way, with cliffhanger endings. Special effects are fair, but the mock melodramatic musical score is fun, as are the stylized performances, such as Elisabeth Sladen as the plucky girl reporter. "Dr. Who" really belongs in a late afternoon time slot, since it isn't outrageous enough to attract a cult audience.
