With his long scarf, overcoat and wide-brim fedora he looks like a character out of a Charles Dickens novel. He has two hearts and a body temperature of 60 degrees. Who is he? Why, he's Dr. Who, that's who, and he's coming to Channel 12 this month.

Beginning on Monday, February 1, the adventures of Dr. Who and his somewhat unreliable spaceship, Tardis, will be shown at 10 p.m. on weekdays, replacing The Twilight Zone. It's good natured camp science fiction with a host of the most horrific intergalactic monsters and villains ever encountered on television, including a monster measuring two miles across and hundreds of feet high.

The witty, human and fallible Dr. Who is played by Tom Baker, the fifth and most durable actor in the BBC series' 18-year history. He was the good-natured and well-intentioned Dr. Who from 1974 until 1981. He will appear in all of the episodes seen on Channel 12.

Originally produced in Britain as a children's show, adult American audiences have found the series as enjoyable as the younger generation has, and Dr. Who fan clubs have sprung up all over the nation. And, in the tradition of Star Trek, there was a North American Dr. Who Appreciation Society Convention, held last August in Tulsa, Oklahoma. There is also a monthly newsletter.

What is Dr. Who's appeal? Part of it is his problem-solving capacity when things go wrong, making do with bits and pieces of electronic gadgetry that just happen to be around. Another reason is the extraordinary imagination shown in blending the weirdest characters, situations and technology with exciting plots.
